K. David Boyer, Jr. - Chief Executive Officer
K. David Boyer, Jr. is the CEO of Global Watch Technologies, Inc., a leading information security consulting and software engineering firm in the Washington, D.C. area serving clients in private industry and the federal government. In January 2008, U.S. Agency for International Development (USAID) appointed Mr. Boyer as the Senior Advisor to the Administrator on Public-Private Partnerships. In this capacity, Mr. Boyer aided in directing the Global Development Alliance’s public-private alliance strategy and oversaw its major corporate partner relationships. Mr. Boyer also led USAID’s efforts to build strategic alliances more efficiently in its 80+ field offices around the world. Prior to his appointment, Mr. Boyer led GlobalWatch Technologies, Inc., a leading information security consulting and software engineering firm. As founder and chief executive officer, he has 25 years of experience building companies and expertise in information management, information assurance, and program management support.
Active in the banking community since 1994, Mr. Boyer serves on the Corporate Board of BB&T Bank. In 2006, Mr. Boyer was elected to the Board of Directors for the Chief Executive Organization (CEO), an organization of 2000 global leaders who are distinguished leaders in their businesses or industries, governments or local communities. This “by invitation only” organization provides opportunities for international networking, educational and enrichment experiences. Mr. Boyer was the Chairman for a CEO seminar on the Seven Revolutions that was held in October 2007. A graduate of Pennsylvania State University; Mr. Boyer was recognized in 2000 as a Distinguished Alumni, the highest honor the University bestows on its graduates. In April 2007, he was recognized as the Alumni of the Year and in July assumed the position of president of the Society of Distinguished Alumni for PSU, an organization of The Distinguished Alumni Award recipients. Mr. Boyer was commissioned in 1980 as a United States Air Force Officer. He was a section commander at Andrews Air Force and honorably discharged as a Captain, a regular officer, in 1984. He continues in an indefinite reserve status.

Howard “Skip” Chapman, President, is responsible for the day to day operations of GlobalWatch Technologies and the overall Enterprise Security Strategy. He brings over 21 years of IT business and technical experience and 14 years of Information Security business and technical expertise to GlobalWatch, including experience building organizations, creating strategic partnerships, and architecting substantial revenue increases and new revenue models. Skip has been part of a number of advanced information technology and leading edge information security start-ups including Entrust Technologies, Certicom, Conclusive Logic, Holontech, and Systech Computer Corporation.
He is also founder and past president of the Information Systems Security Association’s Northern Virginia (ISSA-NOVA) chapter and currently resides in an advisory role and acts as the Director of Industry liaison. Under his leadership, ISSA-NOVA grew to the second largest ISSA chapter in the world and ISSA-NOVA was awarded both the Chapter of the Year Award and the Communications Program of the Year award. It was the first time in ISSA history that both awards were given to a single chapter. In addition, Mr. Chapman is very active in the Information Security community and works with the Northern Virginia Technology Counsel (NVTC) Security Committee, the Industry Advisory Council (IAC) Information Assurance Shared Interest Group, and the FBI InfraGard. He is a frequent speaker at security forums and has written several articles on security and compliance.
Mr. Chapman is a Certified Information Systems Security Professional (CISSP), and is certified under the NSA’s InfoSec Assessment Methodology (NSA-IAM). Mr. Chapman is a graduate of Old Dominion University.
Cris Purnell, CSSLP, NSA-IAM - Chief Technology Officer
Cris Purnell , CTO, is responsible for GlobalWatch Technologies technical direction and vision. Mr. Purnell brings over 19 years of experience managing, designing, building, securing and evaluating technologies and products in a multitude of markets. He has held progressively responsible positions in large, small enterprises as well as doing private consulting for five years.
Mr. Purnell has been involved with assessing network security for large scale enterprise applications and systems. He has also worked on reducing application attack surface at the software development life cycle stage by implementing a security component into the standard life cycle methodologies. He brings to GlobalWatch Technologies a strong understanding of the management of large-scale secure software and system environments. He has hands on and management experience in securing existing and legacy systems as well.
Mr. Purnell currently holds or is pursuing industry certifications such as the National Security Agency-InfoSec Assessment Methodology (NSA-IAM), Certified Information Systems Security Professional (CISSP), Certified Secure Software Lifecycle Professional (CSSLP) and Certified Ethical Hacker (CEH).
Mr. Purnell is currently a member of the Northern Virginia Technology Council (NVTC), FBI Infragard, and the Information Systems Security Association's Northern Virginia Chapter (ISSA-NOVA) and is currently serving on the education committee.
